The National Planning Authority (NPA) has appointed Dr Rogers Matte as its new Deputy Executive Director, strengthening the agency’s leadership as it drives implementation of key national development programmes.
The appointment, announced on Wednesday, places an experienced economist and public policy expert at the centre of Uganda’s planning framework at a time when the Authority is overseeing the rollout of the Fourth National Development Plan (NDP IV), the Tenfold Growth Strategy, and Vision 2040.
Dr Matte brings a wealth of experience in national development planning, public service and academia.
He holds a PhD in Economics from Makerere University, alongside a Master of Arts in Economic Policy and Planning and a Master’s degree in Public Administration.
Prior to his elevation, he served as Senior Manager for Research and Development Performance at NPA, where he was instrumental in coordinating research, policy analysis and performance monitoring.
He previously represented Ntoroko County in Parliament between 2001 and 2006 and later worked with the Population Secretariat, contributing to the implementation of the National Population Policy.
He has also lectured in macroeconomics at Kyambogo University.
Announcing the appointment, NPA’s Manager for Information Advocacy and Public Relations, Charles Musana, described Dr Matte as a highly qualified professional suited for the role.
“Dr Matte is a seasoned professional with extensive experience in development planning and economic policy,” Musana said, adding that the position became vacant following the retirement of the former Deputy Executive Director.
The appointment comes at a critical juncture for the Authority, which is mandated to coordinate and produce Uganda’s national development plans, guiding the country’s long-term socio-economic transformation agenda.
In a related development, Winnie Nabiddo has been assigned duties as Senior Manager for Research and Development Performance. She also holds a PhD in Economics from Makerere University.
Other appointments announced include Richard Wansambo as Manager for Regional, Urban and Local Government Planning; Dhikusooka Gyaviira as Acting Manager for Evaluations and Compliance; Kasaijja Ronald as Senior Planner for Economic Governance, Integration and Management; and Katumba Emmanuel Ssenkeezi as Acting Senior Communications Officer.
Established under Article 125 of the 1995 Constitution and operationalised by the NPA Act, 2002, the Authority is mandated to develop comprehensive and integrated development plans for Uganda.
Its functions were recently expanded through amendments to include population and physical planning.
