An open letter to his excellency the president of the republic of Uganda
Your Excellency General (Rtd.) Yoweri Kaguta Museveni,
President of the Republic of Uganda
On behalf of the Kampala Film Development Foundation, Uganda’s filmmakers, cultural practitioners, young creatives, and the many entrepreneurs whose livelihoods depend on the creative economy, I extend my sincere greetings and appreciation for your continued efforts to promote Uganda’s social and economic transformation.
I write to respectfully for request your support for the Film and Culture Market through a structured five-year government partnership that will enable this important initiative to grow into a leading platform for investment, trade, tourism, cultural exchange, and job creation.
The Film and Culture Market has become more than an event. It is a meeting point where filmmakers, investors, distributors, broadcasters, exhibitors, cultural institutions, students, and creative entrepreneurs come together to build partnerships that contribute to Uganda’s economy.
Over the years, our organization has written several letters seeking government engagement and support for this initiative. While we remain grateful for every opportunity to serve the nation, we are yet to receive a formal response that would allow us to build the long-term partnership needed to unlock the full potential of Uganda’s creative industry. We remain hopeful that this appeal will open the door to meaningful collaboration.

The creative economy is no longer merely entertainment. Around the world it is recognised as a driver of employment, innovation, exports, tourism, youth empowerment, and national identity. Uganda possesses remarkable creative talent, yet many filmmakers continue to struggle with limited access to financing, distribution, training, and international markets.
A five-year government commitment would provide stability, allowing the Film and Culture Market to:
– Position Uganda as East Africa’s leading destination for film business and cultural exchange.
– Create employment opportunities for thousands of young Ugandans.
– Attract international investors, distributors, buyers, and production companies.
– Promote Uganda’s tourism through film and cultural storytelling.
– Increase foreign exchange earnings through creative exports.
– Strengthen the growth of small and medium enterprises operating within the creative sector.
– Preserve and promote Uganda’s rich cultural heritage for future generations.
– Build sustainable international partnerships that enhance Uganda’s global image.
Such support could include financial assistance, institutional collaboration, promotion through government agencies, facilitation of international delegates, capacity-building programmes, and integration of the Film and Culture Market into Uganda’s national creative economy strategy.
Your Excellency,
We believe the Film and Culture Market aligns with Uganda’s development aspirations by empowering young people with practical economic opportunities rather than dependency. Every successful film production supports actors, writers, directors, editors, transport providers, caterers, accommodation facilities, fashion designers, makeup artists, equipment suppliers, musicians, and many other businesses across the country.
We therefore humbly appeal for your intervention to establish a five-year partnership that will transform this initiative into a national platform capable of competing with the best creative markets across Africa.
Our request is not simply for funding. It is an investment in Uganda’s youth, our culture, our stories, and the future of one of the fastest-growing sectors of the global economy.
We remain committed to working closely with Government Ministries, Departments and Agencies to ensure transparency, accountability, measurable outcomes, and value for every resource invested.
Your Excellency, we respectfully request an opportunity to present this vision to you or your designated office so that together we can build a stronger and more competitive Ugandan film industry.
